I came across a site that will actually generate test files for Lightburn quickly and easily and has an array of settings that can be quickly inputted. This will tell Lightburn to fill the area outside of the relief area. Once you set the offset make sure you select fill in the cuts and layer tab then it should automatically do what you want. In Lightburn there is a setting to adjust the kerf offset and I'm starting to play with this. I figure this will loosen the joinery a bit. I'm starting small with only a .025mm offset.
